You're correct in that it's the feminine version of 'dernier'.

The 'è' is present in other words that share the ending:

Dernier -> Dernière.
Premier -> Première.
Etc.

it's written è because that's how it's pronounced

Without the accent, the nière part would be niere which would be pronounced /nir/ when you already pronouce nier /nie/ in dernier.
