Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
Both sound correct to me but convey different meanings.
"Je crois pas qu'il y ait beaucoup de pluie demain" sounds like "I don't think there's a lot of rain in the forecast for tomorrow". It sounds like you're not making a prediction but rather talking about something already established.
While "Je crois pas qu'il y aura beaucoup de pluie demain" sounds like "I don't think there will be a lot of rain tomorrow". This one sounds like you're predicting tomorrow's weather.
