you want to use "que" when "ce" is replacing the object of the sentence, what is being acted on. Usually, it's the choice when the following word is the subject.
ce que je sais => What I know ("what" is the thing that I know)

you want to use "qui" when "ce" is replacing the subject of the sentence, what is doing the action. Usually, it's the choice when the following word is the verb.
ce qui augmente le prix => what is raising the price ("what" is the thing doing the action of raising the price)
