you can only have one conjugated verb per clause
"veux" is the main verb (you want something) so it's conjugated. Also it's always the first verb that is.
"vouloir" is what is called a semi auxiliary. It can be followed by an infinitive to indicate wanting to do something
"je ne veux pas croire"

same thing happens with other verbs
je veux manger => I want to eat
je dois manger => I need to eat
je peux manger => I can eat
j'aime manger => I enjoy eating
some verbs also use prepositions
je viens de manger => I just ate
je commence à manger => I'm starting to eat

To add on to this, would you rather say, 'He likes to drink coffee' or 'He likes drinks coffee'? Same rule; one conjugation per subject.
