Hi there, fluency is a rather murky idea in the sense that fluency means different things to different people. However, in general, we can say that once you are 'at ease' with the language, you are considered 'fluent'. To do that, it comes down to the basics: Practice and consumption.

Practice here means producing stuff within the language. Speaking spontaneously, writing stuff, and so on. For speaking, you can try audibly speaking to yourself in your daily life, narrating the things you do as if you're some vlogger or something, describing something like a video, a picture, or whatever. For writing, you can do that last bit (describing things) but also writing short stories, and stuff like that

Consumption here means taking in the language. That would be reading and listening. For reading, you can read novels, non-fiction stories, manuals, etcetera. For listening, you can watch films and series – with or without subtitles – listening to songs, etc
