« toilette » in French means generally 'washing' or 'grooming' so « eau de toilette » means the water you use for grooming purposes, i.e. perfumed water
Afaik it dates back to a time where people didn't have running water. So they used some kinds of light perfumes/alcohol solutions to faire sa toilette, which means to wash yourself.

As an example, in English we say that soap, shampoo, and such are called 'toiletries'
even though you (ostensibly) don't bathe using a toilet
