The children are (probably) talking about the ice cream of the vendor or whoever they got the ice cream from. They're telling the lady, "His/her ice cream is good."

"Ses" is the third person singular possessive pronoun. In this context, it means that they're not talking about the ice cream of the lady, whom they're talking to, but of another person who isn't in the conversation. Since there isn't much context to go off, I'm assuming the children got it from some vendor. If they were talking about the lady's ice cream, they would use "tes" or "vos" and not "ses".

Well, this is incorrect direct speech if "ses" refers back to "la dame"

The icecream could be made by someone else, in which case "ses" is okay, but if they're talking about « la dame »'s icecream, then it would have to be "vos"

In indirect speech, it could be « Les enfants disent à la dame que ses glaces sont bonnes »
