i can't say for french people, but in Quebec (at least in my region) in general we don't use the word « mignon » when we speak, we use the english word « cute », whether it is to refer to a cute thing, cute animal or someone you find cute.

In France people say mignon but I can’t say I’ve heard it used romantically before.
