Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

Both are right. In the first example, there's actually a comma: « Qu'est-ce que c'est**,** ça ? »
You can replace that comma with « que » and that's where we get the second sentence: « Qu'est-ce que c'est que ça ? »

You can choose either though I think the comma version is more informal than the que version, though it's rather slight IMO
