Technically it is « de grands progrès ». When you have a plural partitive « des » coming into contact with an adjective, it changes to « de ». No reason, it just does that. So, for example, we’ll see « des décisions géniales » but « de légères décisions ».
That being said, you’ll often see this ‘rule’ not being obeyed in speech and so when people write, they write what they hear so you’ll hear and read « des légères décisions », or in this case, « des grands progrès »
