I think, I'm not well versed in youth lingo, but I believe "neuille" comes from some streamer and means a lot of things but is maybe a deformation of "Nouille", and in this case means something along the lines of "idiot". It might also just be euphonic.

In regards to apagnan it is a meme, it's a nonsensical response to someone's confusion, especially when they answer to something with a variation of "quoi?"
