Quand on a une proposition (ou phrase si tu préfères) juste après.
Jusqu'à minuit (nom)
Jusqu'à ce que la nuit soit tombée (proposition/phrase)

C'est parce que "jusqu'à" a besoin d'être suivi d'un nom, et une phrase n'en est pas un donc il faut la faire agir comme un nom en ajoutant "ce que" devant elle.
