Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

French has three ways to ask a question:

  • Inversion: You flip the subject and the verb around. Any interrogative word will be placed at the start of the sentence. If the subject isn't a pronoun but a noun, il/elle is added behind the verb.

Tu es arrivé à Paris => Es-tu arrivé à Paris ?
Pierre est allé voir le film => Pierre est-il allé voir le film ?
Il a fini le travail => Let's ask the question using "que" => Qu'a-t-il fini ? (Do note that the t is added because the verb ends in a vowel and the pronoun starts with a vowel and it's to avoid hiatus)

  • Est-ce que: You insert this expression in front of a statement to turn into a question. If we have a question using an interrogative word, the expression is inserted between it and the rest of the question, you don't need to do any inversion (it's already in "est-ce").

Pierre est allé à Paris => Est-ce que Pierre est allé à Paris ?
Que fais-tu ? => Qu'est-ce que tu fais ?

  • Intonation: You keep the statement as is but you raise intonation at the end to make it a question. Also, interrogative words can be elsewhere in a sentence.

Pierre est allé à Paris => Pierre est allé à Paris ?
L'équipe a battu qui ? (As you can see, qui is in this position because it's where the direct object that it replaces is.)
So for your sentence, you can have three ways to ask the question:
Où est-il ?
Où est-ce qu'il est ?
Il est où ?
