Ce in c'est is a pronoun and is invariable. It can elide before a vowel.
Ce before a noun is an adjective so it turns into cet before a vowel.
They are not the same thing.

Also the pronoun ce is pretty much only used before the verb être. And in some expressions but let's not worry about that for now.

ok thank you! we learned about demonstrative adjectives today in my highschool french class and i just kinda assumed they were the same thing
