« Quelle couleur est Duo » is incomplete because the structure here is a possessive 'X of Y'. The original phrase is « La couleur de Duo est … »
That's a possessive structure (the colour of Duo).

Since you've moving the noun to the left, you'll also be moving the preposition. For example, if I don't do that, the preposition stays to form the possessive structure:
« Quelle est la couleur de Duo ?  »
