Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
I'd say it's common. Probably a bit old-fashioned but still common enough imo!
If I were to say "Ah sacré papa", it'd mean that "papa" did something that is common for him to do, something that's kind of his signature move, that really shows it's him.
In the song it's a dark joke considering what the dad did at that point is... To be gone. He is nowhere to be found and the character speaks as if the dad is hiding somewhere, but that's not it, the dad is just gone. And apparently, that's treated as a signature move for him :') .
Feels similar to "Oh you!"
