(I think in Raiponce the flower’s petals are actually made of gold, and not of golden colour, so I don’t think it’s about that)

The petals are made of gold, but the flower isn't. It's describing like, the components of it
Whereas with "en argent" it's the primary material that it's made out of. I think "en" is specifically for manufactured things

(Could also mean that the pétales are looking like gold, but aren't actually made of gold, whereas if it's en argent, then it's strictly made of silver.)
