No it isn't correct, you have to start here with "À quelle heure" indeed.
In your other examples, you start with "où" and "comment" right? Well, "à quel X" is the same thing, it's your questionning adverb

the reason as to why you need "-t-il" in the inverted question is because inversion only works with a pronoun and not with a noun.
Here, you already have the noun "le film". When using inversion, you have to add "il" to reference this noun in addition to the noun itself. When not using inversion, adding a pronoun after the verb doesn't make sense.

"elle part quand ?" -> "quand part-elle ?"
"Marie part quand ?" -> "quand Marie part-elle ?"
