Ce is used when the word is masculine (ce livre).
Ce turns into cet when the masculine word starts with a vowel sound or a mute H (cet ordinateur, cet homme).
Cette is used when a word is feminine, even if it starts with a vowel sound (cette femme).
Ces is used when the word is in plural form, no matter the gender (ces portes, ces hôpitaux, ces stylos).
Ce/cet/cette/ces is a demonstrative adjective so it's used before the noun you want to designate.
Ce in c'est, however, is a demonstrative pronoun, meaning it simply replaces the thing or situation you want to designate. It also does not change forms, being a neuter pronoun. Unlike ceci/cela/ça which can be both in subject and object positions, ce is only used in subject position, before the verb être.
