(1) The relative pronoun « que » functions as an object whereas in your English sentence the relative pronoun is a subject. The thing that is not able to afford something is 'that'.
(2) « les » is right but it's repeated. It should be placed after the reflexive « se ».
(3) I've noticed that you used « se permettre » to translate 'to afford'. What kind of 'afford' is it here? It carries different translations. I suggest you consult WordReference.
