il faut - it must be (it being il)
devoir - to have to
je dois faire mes devoirs
il faut que je fasse mes devoirs

The technical term is that « falloir » is impersonal meaning that it's only used where the subject doesn't actually refer to anything and is just used for conjugation. The equivalent, 'It's necessary' is also impersonal in English:
'It's necessary for me to get a car.'
'It's necessary that I get a car.'
Another verb is « pleuvoir (to rain) » like « il pleut (it rains/it is raining), il pleuvait (it was raining), il a plu (it has rained) »
