"j'espère" is generic expression of hope
"je l'espère" is specific to a thing metioned elsewhere in the context
"j'y espère" is the same as "je l'espère" but is wrong gramaticaly. However you can find some people use it as a regional feature like in Savoie

Y is used in place of the neuter pronoun le in Savoie. In standard French, y is used to replace à + noun/place.

And espérer uses a direct object, i.e. without preposition. So you normally use le/la/les as the pronoun to replace the direct object.
