Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
Adverb always follows the verb it supports directly.
And in the case of composed verb like in passé composé, you’ll put the adverb in between. I’m not sur if there are any other rules.
So I don’t think your 2nd sentence is right.
the second sentence is grammatically correct. Adverbs can also modify adjectives, and in the second sentence it would qualify "fatigué", like "always tired" is the state he seems to be in. It's technically not as fitting, and the first sentence is usually better, but you can hear it sometimes
The difference is between:
- He always looks tired
vs. - He looks always tired
