If we wanted to translate « falloir » would be closer to « should » while « devoir » would be closer to « must ». Also « falloir » usually refers to actions uncertain in time « devoir » is usually used for immediate actions or at least in the near futur. « Devoir » is a stronger word.

It's also that « falloir » is more objective and external whereas « devoir » is more subjective and internal
