"je me sens sommeil" makes no sense though

'sommeil' is a noun that means 'sleep'
but like 'faim' or 'soif' it can be used with avoir in French to describe a state of sleepiness (or for faim and soif, hunger and thirst)

the difference between "je suis fatigué" and "Je me sens fatigué" seems to me about the same as the difference between "I'm tired" and "I feel tired". As for the difference between être fatigué and avoir sommeil, i suspect that the best answer you're going to get is just one of exposure i.e. there's no exact rule which distinguishes them.

i'm not a native speaker but in my experience être fatigué is a little more common than avoir sommeil
