Hi. Your first sentence means "the person younger than me". The second is not correct however.
If you want to say "the youngest person except for me" you can say :

• la personne la plus jeune à part moi
• la personne la plus jeune sauf moi
• la personne la plus jeune excepté moi

"la plus jeune personne" would sound more natural

also "après moi" works
