Why is dans being used instead of à to translate the word "at" in this context?

I would say use "à" when referring to being at a place or location, usually for things like cities, islands or general areas.
Use "dans" when referring to being inside a specific space or within something (e.g. dans la maison, dans la boîte)
So, "à" is for general locations, and "dans" is for enclosed or specific spaces
