Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
on is an impersonal pronoun that in this case is used kind of like a dummy third person, but it's a little hard to see in this example. "Je suis allé au bureau, et on m'a dit que c'etait le weekend" means "I went to the office and I was told (they told me) that it was the weekend"
in your sentence, you could also translate it as "People often confuse me with my brother"
Plus, we don't use passive voice as much as in English. We tend to use on instead.
