Since scissors are made up of two parts that work together to cut, it makes sense that the word is plural 😉
There are a few other words that follow this pattern, like "pinceaux" (a painting tool) or "ciseaux à bois" (woodcutting scissors). But there isn't a hard-and-fast rule that explains why some words are always plural.
