Liaison is the process by which a normally silent final consonant is pronounced when followed by a word that starts with a vowel.
In “Mille_étudiants” there is no liaison, since the L sound at the end of “Mille” is never silent.
“Mon_université”: correct
And yes, “dix” is pronounced /di/ before a word that starts with a consonant.
It’s more enchainement than liaison.
