Our volunteers look into many questions every day; sometimes it takes them a little while to answer.
Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
I would most naturally say "il est treize heures cinquante-cinq".
If the rough time is known to your listener, it's also common to simply say "il est moins cinq".

also notice that we usually say the hours in the 12 format when it's clearly in the afternoon (it's shorter)
you can say both 12 ou 24h format tho, doesn't change anything
12h format for afternoon hours ONLY if it's obvious that you're talking about a time in th afternoon, and not in the morning
