they both mean to think however réfléchir is a more deeper reflection than penser, which is more general.

I think I will go to sleep

je dois réfléchir à la meilleure façon de gagner
I have to think about the best way to win

in the second case, I must think for longer and much deeper than a simple thought. does that make sense?

yes, exactly. penser is often used to express your opinion
