si tu remplaces un objet introduit par "à", il faut utiliser "y"

ils pensent à travailler au Japon -> ils y pensent

note: "penser de" existe
ça veut dire "to think of [something/someone]"
par exemple
what do you think of my drawing? => qu'est-ce que tu penses de mon dessin ?
