It's really passé composé vs imparfait, so I'm just gonna give you a few examples and you tell me if you're confused by them.

Last month, I went to Nice (I went there at one time, it's an event that happened at a point during last month) -
j'ai été surpris quand je l'ai vu
I was suprised when I saw him (the action of being surprised happened at the specific point in time when I saw him) -
j'ai été informé de leur décision
I was informed of their decision (at one point in time, I went from not being informed to being informed) -
le mois dernier, j'étais à Nice
Last month, I was in Nice (during last month, my state was being in Nice) -
j'étais inquiet pour lui
I was worried about him (for an elongated period in time, I was in a state of worry) -
j'étais en train de marcher quand je suis tombé
I was walking when I fell (at the specific moment I fell, I was in the state of walking)
