Être couvert de isn't followed by an article unless the noun is specified, in which case you include it between the preposition and tne noun: Il est couvert des ardoises produites près du village
But when you transform the sentence in the active voice, you have to use an article, not the preposition (you don't keep par/de). Here, it's the indefinite article in the plural form: des.
