In this sentence both, indicative and subjunctive are perfectly fine

Indicative is fine in informal circumstances but for the rest I think you should only use the subjunctive in this kind of sentence

If this sentence was constructed without the ne ... que construction would it still be more appropriate with the subjunctive?

e.g. il y a plusieurs personnes qui puissent nous aider

or is the existence of the 'que' what engages the subjunctive in proper, correct french
