On se réjouit de quelque chose.
When this quelque chose is a complete clause, you have to insert ce que.
Ce acts as a noun because you need to nominalize said clause.

Yup. Informally we would say "je me réjouis que + clause".

Or "je me réjouis de + infinitive clause" when the subjects are the same person.
