It's a roll in the back of the mouth, where the more common French R is made, but with just enough more contact of the tongue that it vibrates with the soft palate when air passes
It has mostly disappeared from every dialect of French in modern days, tho it can appear sometimes if people talk exaggeratedly
I think maybe Southern France French has it more often
