In common speech, you would rarely hear "Paris est belle", "New York est grande" because feminine sounds weird with cities (that's my own explanation)

So you would rather hear : Paris est une belle ville, New York est une grande ville

Cities don’t have genders unless it’s written in the city name itself like « Le Caire, Le Mans, etc ». This case is usually more important with prepositions.
