"qui est-ce qui" is just "qui" along with the question marker "est-ce qui".

They mean the same thing when "qui" is the subject.

Qui a fait ça ?
Qui est-ce qui a fait ça ?
(Who did that?)

If "qui" is the object, then "est-ce que" is used instead.

Qui as-tu vu?
Tu as vu qui ?
Qui est-ce que tu as vu ?
(Who(m) did you see?)
