Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
It would also be grammatically correct to say "Il croyait qu'il ne devrait jamais revenir".
However, when both the subject of the main clause ("il croyait") and of the relative clause ("il ne devrait jamais revenir") are the same, it is better to use the infinitive in the relative clause.
Hence "Il croyait ne jamais devoir revenir".
But "Il croyait qu'il ne devoir" is wrong in any situation, because you can't have a subject pronoun ("il") followed by an unconjugated verb ("devoir")
