“C’est dommage” means it’s a shame/it’s too bad. La honte means shame in a different sense: that of embarrassment and disgrace. Let’s look at 2 examples:

C’est dommage que tu ne puisses pas venir chez moi ce soir - it’s a shame you can’t come to my place tonight

Tu dois avoir honte de m’avoir menti comme ça ! - you should be ashamed of yourself for lying to me like that!
