I believe he's speaking of nominalizations, specifically the suffixes for verb-to-noun.

There are patterns, but they're not worth learning. Just memorize the noun forms whenever you need to use them. I'll say this, however:
-oir verbs' nouns are just the infinitives: le pouvoir, le vouloir, le devoir, le savoir.
For regular verbs, the most common are -ion / -tion / -ation, -age, and -ment. They don't always pattern their English cognates, but they often do. For example, "diviser" becomes "la division," but "rejeter" becomes "le rejet."
