Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.

We rarely phrase it as a question in French. We'd rather say "on s'en fout", "tout le monde s'en fout" or something similar

Be mindful that s'en foutre means to not care, so what you wrote means "Who doesn't care?"
