It's quite common colloquialyl to shorten tu to t' before any vowel. T'apprends is perfectly fine in that regard. Γ§a fait combien d'temps qu't'apprends l'franΓ§ais ?

Shortening of tu to t' is quite universal. Canadian French has it, and also has contractions and more generally pronoun forms that are specific to it
