Indirect objects can't be made passive in French.
David mange des pâtes ==> "des pâtes" is the direct object of "mange", no issue ==> des pâtes sont mangées par David.
David parle à Marie ==> "Marie" is the indirect object of "parle" ==> no way to make this sentence passive
In English you can say "Marie is spoken to by David" but there's no such construction in French.
Similarly, since "ses parents" is the indirect object of "obéissait", there is no passive form
