The “il” in il me semble doesn’t refer to an actual person/thing, it’s an il impersonnel. It should be invariable no matter who or what you’re talking about
But in il a l’air, the “il” actually refers to a person/thing. It should change according to who or what you’re talking about
Otherwise their meanings are similar
E.x. Il me semble que tu es malade
Tu as l’air malade
