Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
No longer the case now but you might find it in older and more formal texts
You might still see it occasionally for emphasis
But it's still not really a common thing esp orally
While virtually all speakers can understand it, it's only used unironically in limited areas: notably northern France (due to influence from Picard), and possibly Canada. Even there, it's quite uncommon.
