Where is it coming from ?

It looks like a mistake.

Technically, the H should be aspirated, so it would need to be "de Hubert", but saying d'Hubert" is more in line with the popular french Like Haricot should be de Haricot but is now often pronounced d'Haricot

So both are kind of fine, but not switching from one to another at will. The correct version is "de hubert" though, according to traditional grammar.
