Because of the "wishful thinking" nature of subjonctive, this is an indirect way of asking for something. You're not directly asking the person to do the task, but rather ask for the task to be done. This use is a bit niche and in most conversations the more direct nature of imperative is preferred.

Poursuivez-le = Chase him
Qu'on le poursuive = I want him chased / He needs to be chased (a bit cumbersome but you get the point)
